PVC Manufacturing Facility – NESHAP Polyvinyl and Copolymers Production MACT Emission Test Program, LA/TX

Emissions measurements, including hydrogen chloride, total hydrocarbons, semivolatile organics, low-volatile organics, dioxin and furan

Project Overview

Description

A PVC production company was required to test multiple GTOs used to control process vents from the economic development conveyance/vinyl chloride monomer units and PVC production process units at facilities across Texas and Louisiana.

The purpose of the test program was to demonstrate compliance with the emissions standards set forth in the NESHAP for PVC and copolymers production. The standards are codified in 40 CFR Part 63 Subpart HHHHHHH. Emissions measurements, including hydrogen chloride, total hydrocarbons, semivolatile organics, low-volatile organics, dioxin and furan, methanol, and particulate matter were measured during two separate operating conditions.

The final scope and duration of the project increased significantly as the test date approached. The Weston team worked overtime with the production company’s personnel on short notice in order for them to meet all environmental compliance goals and regulatory deadlines while maintaining PVC manufacturing operations.
