An established leader within Weston for developing our water quality capability and driving high profile projects, Ms. Crumpacker heads our national water resources practice based in Southern CA. 20 years’ experience leading large water quality programs and engaging directly with key regulators, stakeholders and Regional Boards. Technical Director
Dr. Schriewer is an expert in the gene-specific quantification of fecal indicators and pathogens in the environment and their relationship to human health. Over 15 years’ industry experience and over a decade of microbiology experience. Authored over 20 peer-reviewed scientific publications regarding chemical and biological water quality, treatment and detection methods, the application of MST, and human health risk assessment.

National PFAS Market Leader
Ms. Kammer currently leads Weston in PFAS subject matter expertise and is an accomplished geologist with 15 years’ experience performing hydrogeologic investigations for commercial, industrial, and government clients. Project types cover a variety of environmental media, including stormwater and surface water such as: Superfund, landfill, commercial/industrial, industrial solvent sites, and Brownfields. Primary focus is on chlorinated solvents and emergent and recalcitrant compounds in complex geologic regimes.
Senior Project Manager
Ms. Dister is a leader in NPDES permit implementation in Southern California, with expertise in MS4 permit data assessment and reporting, watershed planning, and geographic information systems (GIS). 26 years’ experience using GIS in diverse water resources, natural resources, and human health applications. Currently engaged with multiple watershed groups to manage compliance reporting projects that provide high quality reports, work plans, and GIS deliverables.

Ms. Mattson is a leader in surface water management with over 13 years’ experience in environmental compliance. Currently leads multiple complex monitoring programs, including National Pollutant Discharge Elimination System (NPDES) and Total Maximum Daily Load (TMDL) compliance programs, microbial source tracking (MST) studies, and multiple special studies designed to track progress towards water quality goals.
Project Manager
Ms. Holt is a leader in surface water and sediment management with 25 years’ experience in the development and implementation of large and small scale monitoring programs related to environmental compliance monitoring and biological related studies. Currently manages and leads several multi-disciplinary monitoring projects involving monitoring of sediment, water quality, biology (fish and benthic infauna), and vegetation surveys in freshwater, estuarine, and marine environments for NPDES and TMDL compliance, and grant-funded special studies. Experience includes working directly with multiple stakeholders and regulatory agencies.
Senior Project Scientist
Ms. Margolis has 18 years’ experience as an environmental biologist. Areas of expertise include NPDES Permit compliance, development of monitoring and assessment plans and technical reports, and laboratory oversight and management. Comprehensive experience with toxicity testing of water and sediments, including toxicity identification evaluations.
Project Manager
Mr. Aturaliye returns to Weston, bringing 22 years’ experience including as a Project Manager for engineering and permitting projects for refineries, pulp and paper, and petrochemical plants projects involving industrial WW treatment facility upgrades, groundwater treatment systems, environmental remediation, and environmental investigations. Extensive design and permitting experience related to the WW market in work for the City of Houston. Experience with regulatory permitting negotiations related to TPDES, MSGP, and RCRA permits. Expertise includes industrial water/wastewater treatment plant upgrades and remediation systems.
TX Air Services Leader
Mr. Myers has over 23 years’ experience in air and emissions testing that includes operating, maintaining, and troubleshooting continuous and non-continuous air monitoring instrumentation. Electrical/mechanical grade technician who has operated and repaired equipment, including but not limited to, NOX, CO, SO2, O2/CO2, THC, FTIR analyzers, Gas Chromatographs, mass spectrometers, and data logging systems. Experience also includes extensive use of dry gas metering consoles performing various test methods. Proficient in the use of equipment including but not limited to Volt/Ohm meters, dry gas meters, calibration/audit technology, CEMS monitoring analyzers and equipment.
Ambient Technical Specialist
Mr. White has over 14 years’ experience in the Ambient Air Quality arena, specializing in PM2.5, PM10, TSP, PUF, PSU sampling, as well as Continuous Air monitoring for O3, CO, NOX, NO2, NO, SO2, and VOC Canister Sampling. He is certified in Gas Chromatography. Experience working on TCEQ and private industry CAMS contracts including Laredo, San Antonio and Waco where the sites have meteorological towers with wind speed, wind direction, and ambient temperature, and he performed all PMI Manual maintenance, LCCs, calibrations, and verifications on station equipment. Experience also includes the implementation and operation of fence-line and fugitive monitoring test programs.
Client Account Manager
Mr. Henke has over 30 years’ experience in environmental assessment, remediation, and compliance. Extensive knowledge of TRRP and the PST Program. A Professional Geologist and Hydrologist experienced with implementation of petroleum hydrocarbon and chlorinated solvent assessment and remediation projects. Experienced in implementation of complex projects under TRRP in the VCP and Corrective Action Program. Experience includes hydrogeologic systems and contaminant transport mechanisms.
Program Manager
Mr. McMullan has 23 years’ management experience in Texas, including gas station, maintenance facilities, former dry cleaner facilities, manufacturing plants, and plating shops. Over 18 years’ experience managing and planning investigation, design, and remediation of Texas and federal Superfund sites and experience providing QA for engineering projects, conducting reviews for quality and accuracy. At Weston, Mr. McMullan leads our TCEQ projects and is highly experienced in TCEQ risk rules and TRRP rules for site closures. Recent program management experience includes the TCEQ Assessment, Investigation and Remediation Services (AIRS) Contract, the Dry Cleaner Site Activities (DCSA) Contract, the Statewide Remediation Contract for the Texas Department of Transportation (TxDOT, and the City of San Antonio (COSA) environmental consulting contract.

Mr. Leatherbury has over 25 years’ experience in environmental permitting, remediation, compliance, and management to include multimedia compliance, property redevelopment, and capital project permitting. At Weston, he leads the energy industry business in the southwestern portion of the country, including power utilities and the oil and gas sector. Specialized expertise includes environmental information management, data analytics, and software.
Project Manager
Ms. Denham has over 26 years’ experience in the environmental industry, including over 20 years’ experience in direct on-scene field supervision. A Corrective Action Project Manager (CAPM) experienced with project planning, data collection and evaluation, and scope development and coordination required to implement removal actions and remedial investigations. Since 1995, managed 250+ projects, including 150+ TCEQ projects. Familiar with implementing and overseeing the technical and administrative execution of TCEQ Work Orders; managing project scopes, budgets, and schedules; serving as the primary day-to-day contact for the TCEQ Project Manager. Familiar with the requirements of TCEQ QAPPs for the Superfund Program, Dry Cleaner Remediation Program, and EPA Brownfields Program, as well as Superfund and DCRP work plans and reports. Expertise in project management, geoscience, including gulf coast geoscience, waste characterization, soil and groundwater investigations, Brownfields site assessments, TRRP rule implementation, data review and validation, removal actions, remediation, remediation oversight, QA, and contract management.

Ms. McInnis has over 25 years’ professional experience in the construction industry and has demonstrated skill in building solution-driven, stakeholder-oriented execution teams to face challenging requirements. In her 14 years at Weston, she has led numerous projects with a special focus on POL facility repairs, serving AF and Army installations across the continent, and successfully managed over $27M in facility and tank repair projects supporting the military fueling mission.
Project Manager
Mr. Johnson has over 14 years’ professional experience, including 11 years in AFCEC construction and 6 years managing Fuels projects at Weston. Expertise in civil and environmental engineering and design; project management; construction management; aircraft fuel storage and distribution system construction and repairs including heavy civil repairs such as parking areas, containments, and canopies. A registered Professional Engineer in Colorado, he is also knowledgeable in the management of hazardous materials and regulatory interface; Stormwater Pollution Prevention Planning; and Spill Prevention, Control, and Countermeasure Planning. Mr. Johnson has demonstrated leadership in team building and solving constructability issues.
Program/Project Coordinator
Ms. Hensley has over 32 years’ professional experience and expertise in compliance oversight activities, especially project management, field staffing, submittal/deliverable management, three phase quality control, subcontractor coordination, certified payroll management, accounts payable/receivable, employee training and client communications. She has served Weston for over 15 years on numerous ID/IQ contracts and associated task orders to ensure contract compliance during execution of construction requirements that have spanned DoD POL facility and traditional vertical construction requirements. Ms. Hensley is experienced in establishing guidance throughout the project lifecycle, both internally with our project teams and externally with DoD clients, that build cohesive teams and purposeful collaboration.
Project Manager
Mr. Coggins has 27 years’ professional experience with expertise in Fuels Construction, Maintenance, Automation and Repair. For Weston, he leads a project that spans 25 Army Defense Fuel Supply locations in the United States. Responsibilities are to ensure each location is being maintained per the UFC 3-460-03 and the Huntsville Army Corp Contract. As Project Manager, he manages self-perform teams and contractors to perform quarterly, semi-annual and annual inspections and ensure all emergency repairs are reported and corrected within 72 hours and all standard service orders are submitted within 18 days. Specialized expertise includes service order management, maintenance of hydrant and tank farm fuel systems, development of databases and graphics for computer based IC systems, development of leak detection software, development of hardware testing and installation surveys. Mr. Shahi has over 30 years’ professional experience and expertise in Design-Build delivery of POL, infrastructure specialty and remote location projects with challenging design and logistical requirements. He has served Weston in support of NAVFAC, AFCEC, and other DoD execution agencies for over 20 years across 8 ID/IQs exceeding $2B in program value. Under the ID/IQs overseen, he has led support of Design-Build POL SRM programs, traditional facility SRM design and construction services, and DLA requirements.

Mr. Harrah has over 25 years’ professional experience and expertise in engineering, project management, client service and program oversight. He has served Weston in support of AFCEC and other Air Force (AF) execution agencies for over 14 years across 9 ID/IQs, exceeding $1B in services. Under the ID/IQs overseen, he has led support of AF POL sustainment, restoration and modernization (SRM) programs, POL Title I and II services, traditional facility SRM design and construction services as well as environmental investigation and remediation services for both the AF restoration program and Defense Logistics Agency (DLA) environmental requirements.
Subcontract Manager
An experienced leader in the USACE consent process, Mr. LaCava successfully manages equipment and service subcontracts in accordance with Davis-Bacon, Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS) and Weston’s Defense Contract Audit Agency (DCAA) approved purchasing system procedures. 18+ years’ experience in contract and acquisition management and 20 years’ experience supporting USACE Omaha Special Projects at both program and TO levels. Participated and supported procurement audits and reviews under multiple federal Contractor Purchasing System Reviews (CPSR), and administered DCAA-compliant subcontract files to maintain company’s approved procurement system as required for federal prime contracting. Program Manager for Munitions Response
As Program Manager, Mr. Steigerwalt collaborates with senior management to drive strategic issues impacting Military Munitions Response Program and Operational Range Sustainment services. Leads Weston’s quality management system, which is accredited under the DoD’s Advanced Geophysical Classification Accreditation Program per ISO 17025:2005. For 16 years, he has managed and provided technical contributions for over $150M in environmental restoration projects. Proudly represented Weston for over a decade as a Member, Board of Directors at the National Association of Ordnance Contractors (NAOC) where he has also served in a number of leadership positions including President, Vice President and Chairman of the Technology Committee. As Principal Investigator for two DoD Environmental Security Technology Certification Program contracts, managed the development of underwater munitions detection technologies and oversaw geophysical classification Live Site Demonstrations geared toward technology transfer.
Federal Program Manager
In roles such as Federal Program Manager, Client Service Manager, and Program/Project Manager during a career spanning 23 years, Mr. Vaughn has led projects involving complex environmental regulatory issues nationwide for DoD and Civilian Agencies, including site investigations, permitting, feasibility studies, and performance-based remedial program management/oversight. Expertise with Incident Command System (ICS) implementation under the National Response Framework, including extensive experience as Weston’s lead for some the largest federal responses in history (Shuttle Columbia, Hurricanes Katrina/Rita/Gustave/Ike, Joplin Tornado cleanup), as well as sole contractor to provide direct support to the National IMAT team in DC during the joint DoD and civilian agency response to a U.S. satellite deorbit.

As Navy Account Lead, Mr. Accardi maintains active contact with NAVFAC and the USCG, identifying and developing opportunities to support these clients to fulfill program requirements Weston can uniquely support. 43+ years of engineering, management and business development experience with environmental, civil infrastructure, vertical construction and energy projects for both government and private industry. John’s history with the Navy client includes the program management of contracts exceeding $150M. Extensive experience establishing and managing federal business development programs for which he has managed and authored $3.5+B in successful federal proposals for the U.S. Navy, USCG and other federal agencies, including individual procurements exceeding $900M. Joined Weston in 2001 following a successful Army career, which culminated with his service as Commander of the Tulsa District and Chief of Staff for the USACE. He retired from the Army as a Colonel and brings 40+ years of experience in senior leadership and management positions in the public sector. Registered P.E. in the State of Illinois; Fellow in SAME; member of the Army Engineer Association.

Ms. Sherwood has managed Weston’s Small Business (SB) Program since 2007 and serves as Weston’s Small Business Liaison Officer (SBLO). Weston’s SB Program encompasses contracts for the DoD and other Federal agencies, in addition to those for State and Local Government, and Commercial clients. Develops and manages subcontracting plans with aggressive utilization goals for all SB socioeconomic categories. 25+ years of Federal contracting and SB Program experience. Began Federal procurement career in 1991 as a Subcontract Administrator at the Idaho National Laboratory, a U.S. Department of Energy Nuclear Facility. Assists Weston managers with strategic sourcing and teaming opportunities with qualified SB firms; leads subcontracting goal attainment; and serves the SB community through outreach and networking, one-on-one counseling, and mentoring assistance. Member of NCMA since 1991 and received Certified Professional Contract Manager (CPCM) designation in 1993, and Certified Professional in Supplier Diversity (CPSD) designation in 2013. Member of SAME Philadelphia Post’s Small Business Committee, the Chester County Workforce Development Board, Alpha Kappa Psi Professional Business Fraternity-Delta Upsilon Chapter, and serves on the DoD MidAtlantic Regional Council for SB Advocacy.
The County of Los Angeles Public Works recently hired Weston Solutions to prepare a Green Alley Water Quality Master Plan to assist in transforming alleys into greener, safer, and smarter community spaces. Although the Green Alley Master Plan is primarily aimed at enhanced water quality and ground water recharge, other project objectives include reduction of heat island effects, access to open space and recreation areas, crime reduction, and increased pedestrian and bicycle mobility.
To complete this forward-thinking project, Weston will perform desktop research, GIS screening, cost estimates, and conceptual engineering design. Project completion is estimated in early 2020.”
