West Chester, PA (April 29, 2025) — Weston Solutions, Inc. (Weston) and CDM Smith, Inc. (CDM Smith), as part of the Weston-CDM Smith JV, LLC, was awarded a 1.5 billion multiple-award task order contract (MATOC) to provide environmental architect and engineering (A-E) services for U.S. Air Force, Civil Engineer Center – Environmental Division. The contract, consisting of a five-year base period plus one five-year option period, will provide services for various environmental projects; supporting military and civil environmental programs for agencies including but not limited to the Army, Army Reserve, as well as other Department of Defense Services and the Environmental Protection Agency.
The team’s expected work effort will consist of environmental site investigations, planning, assessments, designing remediation strategies for cleanup activities, and fieldwork associated with remediation, including for emerging contaminants. The JV’s expertise will be invaluable in addressing multimedia issues involving emerging and complex contaminants such as PFAS, chlorinated solvents, and potential munitions constituents at National Priorities List (NPL) and other sites.
The JV brings advanced technical capabilities in characterizing and remediating emerging contaminants, particularly PFAS. Both JV partners are members of the Interstate Technology Regulatory Council (ITRC) PFAS Training Team and have completed more than 400 PFAS investigation and remediation projects nationwide and overseas. The JV’s technical leadership is further demonstrated by its experience on the Strategic Environmental Research and Development Program (SERDP) and Environmental Security Technology Certification Program (ESTCP), with staff serving as Principal Investigators on over 20 PFAS-related research assignments.
“Weston is thrilled to continue our partnership with CDM Smith through this JV. Our combined expertise and innovative solutions will ensure we meet the environmental challenges ahead and support the mission of our clients effectively,” stated Weston’s Senior Vice President and Chief Strategy and Development Officer, Matt Beatty.
“CDM Smith is excited for the opportunity to support the Air Force in meeting its continuing and emerging environmental requirements,” said CDM Smith client service leader Shawn Holsinger. “Our innovative solutions to complex problems, in partnership with Weston, can help meet these challenges in furtherance of the Air Force’s mission.”
Since 1985, Weston and CDM Smith have performed nearly 200 projects together. The two companies have since teamed up on a wide variety of environmental remediation projects. The Weston-CDM Smith JV, LLC, combines resources and qualifications of two employee-owned companies and are well-positioned to leverage decades of nationwide traditional and innovative environmental expertise across all 50 states and US Territories.
The JV anticipates significant opportunities for all categories of small business subcontractors and suppliers to support its SB subcontracting plan commitments. Small businesses, including SDB, WOSB, HUBZone SB, and SDVOSB, are encouraged to contact the JV at smallbusiness@westonsolutions.com to become prequalified.
