Water Vulnerability Assessment and Emergency
Operations Planning, Town of Hempstead, New York; City of Pasadena,
TX; City of Aurora, IL; Hamilton Township, NJ. WESTON conducted
a vulnerability assessment of the drinking water system for the
Town of Hempstead, NY; the City of Pasadena, TX; the City of
Aurora, IL; and Hamilton Township, NJ to identify threats, vulnerabilities,
and potential risks for facilities within their Water Districts.
This project was completed to satisfy the criteria established
in the Federal Public Health Security and Bioterrorism Preparedness
and Response Act. A two-phase assessment process was used to
identify priorities to protect facilities with critical mission
functions. Following the vulnerability assessment, WESTON prepared
an Emergency Operations Plan to address the previously identified
threats in order to meet and exceed State and Federal mandates.
Field Data Collection and Management Pilot, FDNY HazMat Operations, New York, NY. The Weston Solutions, Inc. RespondFastSM system was selected by the FDNY as the only data collection and management system to be evaluated during the recent U.S. Tennis Open at the USTA National Tennis Center in New York City. RespondFastSM was utilized by FDNY HazMat personnel while monitoring for WMD compounds during the actual event. Multiple FDNY teams transmitted real-time instrument data and field observations to a Web-based platform which simultaneously provided a “common operational view” to forward command areas, the HazMat Operations command post, FDNY headquarters, and other participating agencies.
WESTON’s RespondFastSM system utilizes ruggedized PDAs for real-time field data collection and wireless transmission, and ruggedized notebook computers for viewing the real-time results on the Web site. The system allowed all authorized FDNY personnel to access the same view from virtually any location.
Early Warning System Deployment, Port
Authority of New York and New Jersey. WESTON assisted the
Port Authority in obtaining a Transportation Security Administration
(TSA) grant to install a WMD early warning network of sensors.
WESTON developed a detailed project schedule, deliverable list,
and critical tasks; interviewed facility and management personnel;
identified critical port infrastructure and functions; developed
potential release scenarios; and conducted air dispersion modeling.
Presentations were given to the Port Authority management team
following the completion of each major task. The final deliverable
for this phase of the project was to identify monitoring locations
for the monitoring units to protect critical port functions and
infrastructure.
