Airports & Aviation Experience
Airports and airport-related businesses are complex and challenging facilities to manage in today's fast-paced and competitive climate. As we have done at hundreds of airports and Air Force bases, WESTON can provide services to help your business surpass the competition.
Our integrated services provide the resources necessary to solve tough airport environmental, health, and safety challenges.
For the City and County of Denver (CCoD),
Stapleton International Airport (SIA), Denver, CO, WESTON
provided full environmental support services for CCoD for the
redevelopment of SIA. From 1992-2004, WESTON performed site
assessments, remediation, pilot testing, remedial design, regulatory
negotiation and reporting, construction, operation and maintenance,
asbestos management, waste management, emergency response, litigation
support, cost estimating, scheduling, demolition support and
oversight, data management, GIS, and Phase I activities.
WESTON maintained a GIS-compatible database containing
all analytical data collected at the site to assist in assessment
and remediation. Using GIS, WESTON produced maps for CCoD, potential
property buyers, and tenants illustrating contaminant concentrations
and sitewide hydrogeologic data. GIS was also used to show the
locations of contaminant plumes relative to proposed demolition and
infrastructure development.
In addition, the
City and WESTON prepared a Voluntary Cleanup Plan (VCUP) under
the Colorado Voluntary Cleanup and Redevelopment Act (1994) for
an abandoned disposal site on Stapleton property. It was
the first active VCUP submitted to CDPHE under the program
and the third VCUP to be approved. In addition, it was the first
plan approved for a site with groundwater impacts.
For Baltimore/Washington International
(BWI), Baltimore, MD, WESTON developed standard operating
procedures for hazardous waste management and delivered hazardous
waste and pollution prevention training to maintenance employees.
WESTON also prepared a comprehensive update to the Stormwater
Pollution Prevention Plan and worked with tenant pollution prevention
teams to ensure implementation of the plan. In addition, WESTON
developed a Web-based geographic information system that links
areas of environmental concern to relevant data tables, facilitating
maintenance of stormwater management structures and helping to
ensure NPDES permit compliance.
For Philadelphia International
Airport, Philadelphia Division of Aviation, Runway
8-26 Design and Construction,Terminal E, Philadelphia, PA, WESTON
provided comprehensive geotechnical/geoenvironmental services
to support construction of the new 5,000-ft Runway 8-26. Because
the proposed site of the new runway was the former Enterprise
Avenue Landfill, a delisted Superfund site, WESTON prepared a
National Environmental Policy Act (NEPA) environmental assessment
(EA), which required the timely completion of geotechnical and
geohydrological investigations to resolve any site geological
issues and confirm site integrity for construction of the runway.
WESTON also investigated soil contamination; provided National
Pollutant Discharge Elimination System (NPDES) permitting services;
prepared Safety, Health, and Emergency Response Plans (SHERPs),
Spill Prevention, Control, and Countermeasures (SPCC) and Best
Management Practices Plans; and developed surface-water/sediment
sampling kits for DOA staff for use during implementation of
operations associated with the new runway.
WESTON resolved difficult geotechnical engineering issues associated with placement of the new runway over the former Enterprise Avenue Landfill by conducting fast-track, comprehensive, geotechnical subsurface investigations and design. WESTON also conducted a wide range of geotechnical and geoenvironmental services for the construction of a $220 million commuter airlines runway at Philadelphia International Airport, the City’s largest public works project. In addition, WESTON facilitated a proactive partnership with the Philadelphia Division of Aviation (DOA), U.S. Environmental Protection Agency (EPA), the Pennsylvania Department of Environmental Protection (PADEP), and City officials to resolve regulatory obstacles, which resulted in project completion 1 year ahead of schedule.
On-Call Environmental Services Contract/Comprehensive
Environmental Services, City of Philadelphia, Division of Aviation,
Philadelphia, PA. WESTON has received 4 consecutive on-call
contracts encompassing a 13-year period to provide
environmental services at both the Philadelphia International
and Northeast Philadelphia Airports. These assignments, which
are awarded on a task order basis, include providing strategic
advice and assistance in planning to the Division of Aviation
(DOA), providing assistance in developing appropriate internal
procedures, representing the DOA in interactions with PADEP (the
Southeast Region office), and assisting the DOA operating staff
in responding to environmental emergencies, such as fuel spills.
WESTON is responsible for spill notification and reporting to
PADEP. The following services have been and/or are being provided:
- Former Tank Fuel Farm Removal
- RCRA Inspections
- Spill Response Management
- National Guard Armory Site Investigations
- UST Management
- Wetlands Delineation and Mitigation
- Jet Fuel Response
- Delcing/Anti-Icing Fluids Management/PADEP NPDES Permit
For both Philadelphia International
and Northeast Philadelphia Airports, WESTON developed a
Pollution Prevention Control Plan that covered spill plans/procedures,
materials handling, emergency response, and Best Management Practices
to reduce pollutant discharge from both airport and tenant waste
generators. We have also conducted annual hazardous material/hazardous
waste training for airport management, maintenance, and operations
staffs, including key components of RCRA, OSHA, and DOT requirements
for regulatory compliance at these two airports.
For Chicago O'Hare and Midway
Airports, WESTON
has performed comprehensive hazardous waste materials and waste
inventories and has conducted a training needs inventory aimed
at accident prevention.
