Army Proven Experience

WESTON has executed environmental contracts, valued at more than $500 million, for 29 U.S. Army Corps of Engineers (USACE) Districts and other Army clients. The examples below demonstrate WESTON's commitment to addressing shifting regulatory environments and supporting the Army's evolving mission.

Notes at SenecaSeneca Army Depot, NY. Under the USACE New England District’s Remedial Action Contract, WESTON mechanically screened 18,000 cubic-yards of soil contaminated with Unexploded Ordnance (UXO), ultimately certifying and disposing of 15.5 tons of UXO and UXO-related scrap.

Aberdeen Proving Ground (APG), Maryland. WESTON has performed environmental services at APG for the past 14 years under a combination of USACE and base-specific contracts with APG’s Directorate of Safety, Health, and Environment (DSHE). A majority of work conducted at APG involves the high probability of encountering UXO or Chemical Warfare Munitions (CWM). Recent projects include:

  • Building E-5185 Mustard Tank Investigation: WESTON used infrared thermography and deployed staff in Level A personal protective equipment to perform an intrusive investigation to confirm tanks containing mustard chemical agent had been removed from beneath an active facility.

  • J-Field Phytoremediation: WESTON coordinated with EPA Region 3 and DSHE to implement a pilot and full-scale phytoremediation program (using hybrid poplar trees) to manage groundwater contamination at a former munitions burn pit. This remedy is expected to save the Army nearly $8 million over the project life cycle by eliminating the need to install a traditional pump-and-treat system.

  • Shoreline StabilizationShoreline Stabilization: WESTON designed and constructed 3,000 feet of armored shoreline, including off-shore breakwaters, to prevent erosion from exposing contaminants to the Chesapeake Bay.

  • Canal Creek Groundwater Treatment Plan Design/Build: WESTON instituted an innovative design-build approach and constructed an $11 million treatment plant to address groundwater contamination. WESTON, DSHE, and USACE Baltimore District earned USACE Baltimore’s 2003 Team Award for this project.

U.S. Army Training and Doctrine Command (TRADOC). WESTON has developed compliance and pollution prevention (P2) strategies for 11 TRADOC installations, conducting more than 20 P2 audits and developing the HQ TRADOC P2 Plan. WESTON also developed an Environmental Program Requirements (EPR) Web-program, adopted as an Army-wide management system, to help Base Commanders and environmental/resource managers identify and document all current and projected environmental requirements. This program ensures allocated resources are consistent with Congressional, DOD, and Army program priorities.

Ground-Based Mid-Course Missile Defense Site (GBMDS), Fort Greely, Alaska. Under the USACE Omaha District Rapid Response Contract, WESTON mobilized to this remote site in less than 20 hours to address the discovery of 20 buried drums suspected to contain CWM.  WESTON’s CWM experts evaluated the drums, stamped “Chemical Warfare Service,” and developed/implemented a remedial action to consolidate and chemical neutralize the affected soil. WESTON’s swift action enabled construction to continue at the $350 million GBMDS within 5 days of the initial discovery.

Water SamplingLetterkenny Army Depot (LEAD), Pennsylvania. WESTON has provided environmental services at LEAD for nearly 20 years under several USACE Baltimore District contracts. WESTON performed Remedial Investigations for more than 60 parcels, managed pilot studies for in-situ ground- and surface water remediation, and investigated source areas of PCB contamination. WESTON also performed investigations for 20 parcels to support transfer to the Local Redevelopment Authority for industrial reuse. These projects included negotiating a first-of-its-kind “limited depth transfer” with EPA Region 3 to enable a BRAC transfer in compliance with CERCLA requirements.

McAlester Army Ammunition Plant (MCAAP), Oklahoma. WESTON performed RCRA facility studies, Corrective Measures Studies, and Corrective Measures Implementation Planning at 27 MCAAP locations for the USACE Tulsa District.  WESTON negotiated a risk-based in-place site closure at MCAAP with the OK Department of Environmental Quality, saving the Government $3 million.
