U.S. Army Selects Tikigaq-WESTON Team for Development of Power Generation Plant, Medical and Lodging Facilities at Fort Greely, Alaska
ANCHORAGE, AK – July 18, 2006 – The
U.S. Army has selected Greely Development Partners (GDP) for the Enhanced
Use Lease (EUL) of 110 acres at Fort Greely, Alaska to redevelop the
property into critical regional infrastructure and mission-enhancing
facilities.
The U.S. Army garrison is located in the interior
of Alaska approximately 100 miles southeast of the city of Fairbanks.
Fort Greely is the primary site for the U.S. ground-based mid-course
missile defense interceptor missiles. The selection of a developer
marked a milestone of a long process initiated by former Fort Greely
Commander Lt. Col. Robert Cornelius two years ago. When completed, the
EUL project will not only provide return on unused Army assets, but
will provide services needed by both Fort Greely and the residents of
Delta Junction, in addition to being a catalyst to future growth.
GDP
is a collaborative effort of Tikigaq Engineering Services, LLC
(TES) (an Alaska Native Corporation) and Weston Solutions, Inc.
(WESTON®).
TES and WESTON are working together under a Small Business Administration-approved
Mentor-Protégé Agreement.
These two firms bring together a combination of experience in
commercial and federal development in adverse climates and in
enhanced use leasing. The GDP Team will develop a 100-acre parcel along
the installation boundary with Richardson Highway to provide new medical
and lodging facilities. A power generation facility is being proposed
on a separate 10-acre parcel.
The GDP team represents some of the most
experienced firms in Enhanced Use Leasing having won five other
projects with the U.S. Army. GDP team members have also clearly
demonstrated their ability to execute a development project in the interior
of Alaska. Other key team members include: Chevron Energy Solutions,
a division of Chevron USA; NMS Lodging of Anchorage, a division
of NANA Management Services; Fairweather Incorporated of Anchorage;
and financier Hannon Armstrong. These firms will provide power generation
plant development and operations, lodging facility operations, medical
services, and financing, respectively, to the project.
According to Rich
Gingras, TES General Manager, “This is a tremendous opportunity
for the Village of Point Hope and our shareholders as well as for the local communities.
Tikigaq has recently worked on other projects at Fort Greely and looks forward
to returning, to Fort Greely, and Delta Junction.”
Scott Blount, WESTON’s Vice
President for Alaska Operations said, “The successful
execution of this project, especially in an extreme environment such as Alaska,
will demonstrate the viability of the EUL program in providing alternatives
to installations facing shortages in facilities and infrastructure, especially
those installations with limited budgets and dwindling resources.”
TES, a subsidiary
of TIKIGAQ Corporation, an Alaskan Native Corporation (ANC), performs construction
management, design/build services, heavy construction, operations, and logistics
management. It has executed of a wide variety of facility and infrastructure
projects across Interior Alaska under extremely adverse logistical and climatic
conditions.
TES creates value and economic viability for residents
and shareholders of Point Hope, Alaska and other Native Alaskans
by empowering, training and providing economic opportunities through
the successful operation of profitable business units which create and
offer employment and career development opportunities. For more information,
