Weston Solutions, Inc. Completes Early Transfer of Former Mare Island Naval Shipyard to City of Vallejo, CA

WEST CHESTER, PA- October 31, 2002 - WESTON announced the successful Early Transfer of the Western Parcel of the former Mare Island Naval Shipyard in Vallejo, CA to the State of California through the State Lands Commission on September 20, 2002. WESTON, in its role as both Remediation Contractor and Developer, led the successful negotiations on several complex agreements that facilitated early and successful transfer to the State of this former Navy industrial base property north of San Francisco.

WESTON facilitated a Finding of Suitability for Early Transfer, an element of the Navy BRAC process that allows transfer of contaminated property to the Local Redevelopment Authority prior to environmental cleanup. This process provides significant clean-up and O&M cost savings to the Navy, and accelerates redevelopment and remediation activities compared to conventional processes. In addition, WESTON coordinated a series of complex negotiations among federal and state agencies to develop acceptable remedial goals and provide an exit strategy for the Navy to successfully meet California reversionary land regulations.

"I'm glad that the City, WESTON, the State and the Navy were able to reach an agreement on this important parcel," said Vallejo Mayor Tony Intintoli. "Cleaning up this area will not only provide an economic boost for the base, but will address environmental issues and offer more wetlands habitat for the many species currently on Mare Island. The reuse of Mare Island is a key element to the economic future of Vallejo," Intintoli said.

Future development of 350 acres for a Regional Dredged Material Disposal Facility (RDMDF) will provide further economic benefits to the region and play a vital role in the San Francisco Bay's Long-Term Management Strategy for upland placement of dredged material. Upon completion of the necessary environmental processes, WESTON will manage the RDMDF for 20 years with two 10-year renewable extensions and share in the proceeds from the Development with the City of Vallejo. Income from the Development will help fund critical infrastructure needs for Mare Island and provide substantial economic benefits to the community at large. WESTON estimates completion of the cleanup project within the next four years.
